Monday – August 3, 2026

  1. VP LeBlanc called the meeting to Order at 8:30pm in the City Council Chamber.

  2. VP LeBlanc requested that a roll call be taken to record the attendance for the meeting. The COW Clerk called the roll - Councillors Bradley-MacArthur, Dunn, Durkee, Hanley, Harris, Katz, King, LaFauci, President Logan, McLaughlin, Tzioumis, Vidal and VP LeBlanc were all present in-person. Councillors Brasco and LaCava were absent.

  3. President Logan moved to approve the minutes of the COW meeting held on June 22, 2026. The motion was adopted on a voice vote and the minutes of the COW meeting on June 22, 2026 were approved.

  4. A request was received from the Mayor to accept the draft affordable housing application for Cardinal Cottage. A motion by Councillor LaFauci to table the matter was adopted on a voice vote.

  5. A request was received from the Mayor to confirm the appointment of Debra Catalanotti as a permanent member of the Waltham Council on Aging. A motion by Councillor LaFauci to hear from Ms. Catalanotti was adopted on a voice vote. Upon questions from Councillor LaFauci, Ms. Catalanotti explained her reasons for choosing to serve and gave a summary of her background and experience. A motion by Councillor LaFauci to confirm the appointment of Debra Catalanotti was adopted on a voice vote.

  6. A request was received from the Mayor to confirm the appointment of Diane Lane as a member of the Board of Cemetery Commissioners. A motion by Councillor LaFauci to hear from Ms. Lane was adopted on a voice vote. Upon questions from Councillor LaFauci, Ms. Lane explained her reasons for choosing to serve and gave a summary of her background and experience. A motion by Councillor LaFauci to confirm the appointment of Diane Lane was adopted on a voice vote.

  7. A request was received from the Mayor to approve the two taking orders for the easements necessary to finish the traffic project at Pelham Road. A motion by Councillor McLaughlin to approve the taking orders was adopted on a roll call vote of 12 in favor (Bradley-MacArthur, Dunn, Durkee, Hanley, Harris, Katz, King, LaFauci, President Logan, McLaughlin, Tzioumis, Vidal), 2 absent (Brasco, LaCava) and LeBlanc presiding.

  8. A communication was received from the Mayor concerning the property located at 14-16 Spring Street and 600 Main Street. A motion to hear from the Mayor was adopted on a voice vote. The Mayor appeared and requested the matter be discussed in Executive Session. President Logan moved to go into Executive Session, invite the Mayor and Solicitor Laughman, COW Clerk Paul Centofanti to be the Clerk of the Executive Session and to resume Open Session at the conclusion of the Executive Session. The motion was adopted on a roll call vote of 12 in favor (Bradley-MacArthur, Dunn, Durkee, Hanley, Harris, Katz, King, LaFauci, President Logan, McLaughlin, Tzioumis, Vidal), 2 absent (Brasco, LaCava) and LeBlanc presiding at 8:45pm.

  9. Open Session resumed at 10:28pm.

  10. Concerning the property located at 600 Main Street, a motion by President Logan to approve the purchase and sale agreement and authorize the Mayor to sign.

  11. A motion by Councillor LaFauci to adjourn was adopted on a voice vote and VP LeBlanc declared the meeting adjourned at 10:31pm.
